TLDR;

2021 SEX OFFENCES STATISTICS IN CANADA

  • 34,242 sex crime reports to the police.
     
  • 34,242 reports of sex crimes VS. over 2 million of other criminal offences reported = 57X the less the amount of "normal" reports.
     
  • It is estimated that only 5% of all sex crimes are reported, which is the lowest end of the reporting rates per crime.
     
  • 20% (1/5th of the 5% reported) dismissed as unfounded by police, meaning it was has been determined through preliminary investigation only and reported as "incident did not occur, nor was it attempted." (~6850 reports dismissed as "fake, false, lies, exaggerations, etc".)
     
  • 10% of police reports (any crime) contains no notes taken documenting the reported crime.
     
  • 60% (3/5th of the 5% reported) were investigated but no charges are made (20,545 reports)
     
  • 20% (1/5th of the 5% reported) of cases made to it to trial (6850 reports. This statistic applies to victims as young as 15 years old.
     
  • Less than 10% of accused offenders are found guilty (0.5% of the 5% reported) (3,435 cases)
     
  • 98% of all sexual assaults reported were consider level 1

    • level 1 - assault of a sexual nature that violates the sexual integrity of the victim
    • level 2 - sexual assault with a weapon or causing bodily harm (involving a weapon, threats of using a weapon, etc)
    • level 3 - aggravated sexual assault involving wounds, mains, disfigurement or endangers the life of the victim.

2% reported SA's were considered level 2 and 3, which has decreased in recent years.

  • Meaning the level of severity correlates to a lesser likelihood of reporting to the police. I wonder why? Maybe it is because 56% accused offenders (any crime) are immediately released on bail?
     
  • Due to the sensitive nature of the crime, bail hearings are not open to the public meaning there is no transparency or accountability.

ONLINE CHILD SEXUAL EXPLOITATION AND ABUSE INCIDENTS (2014-2020)

Sample size:

  • Incidences reported by police = 40,059

~ average 6676 reports of sex crimes yearly

  • Incidents solved by police (recommended charges) = (9,425)

~ average 1570 cases recommended charges yearly

  • Incidents CLEARED of the CHARGE= (6,523)

~ average 1087 accused sex offenders are cleared of charges yearly

  • Incidents that went to court = (3,680)

~ average 613 cases went to court yearly

  • Cases complete in court (charged) = (2,770)

~ average 461 offenders were charged yearly

 

  • Over 60% of those offenders were charged of with physical contact with a child.
     
  • Over 80% of those offenders were charged with online offences.
     
  • 50% - 90% of those accused for luring a child, possessing or accessing child pornography, and making and distributing child pornography statistically all have the HIGHEST rate of "reported by not solved".
     
  • Over 40% of offenders that lured a child, invited a child to engage in sexual touching, and/or possessing/accessing child pornography were CHARGE BY POLICE BUT DID NOT GO TO COURT.

 

CHILD PORNOGRAPHY

  • Over 50% charged for making or distributing child pornography were CHARGE BY POLICE BUT DID NOT GO TO COURT. The "excuse" is to blame the victim for dropping out of trial but CLEARLY this charge had evidence of this crime (video and/or files of child pornography).
     
  • If the victim CAN NOT BE IDENTIFIED than it is "only child porn". If the victim is known, it is charged as sexual assault.
     
  • The victim must go to court for a charge of "SEXUAL ASSAULT" EVEN THOUGH THEY FOUND EVIDENCE OF CREATING OR OWNING CHILD PORNOGRAPHY.
     
  • 21% of victims from child porn are identified.
     
  • 61% of incidents of child pornography and 20% of sexual violations against CHILDREN were recorded as ONLY CYBER-CRIMES.
     
  • If found guilty around ~20% of offenders are sentenced to probation for CONTACT OFFENCES.

"Fun" facts:

  • 38% of female and 6% of male respondents within the legal profession reported sexual harassment from a fellow co-worker, boss., etc.
     
  • 1/813 Canadians are on the sex offender registry AND THOSE ARE THE LESS THAN 1% CHARGED WITH SEX CRIMES. Meaning 1/81 to 1/40 people have committed a sex crime.

"AVERAGE RISK OF RE-OFFENDING" and 1st Offender Status

Broadly speaking, the majority of sexual predators will never be held accountable.

Of those charged  (0.5%), 98% are categorized as LEVEL ONE on a scale of THREE, the lowest tier......

What does the justice system consider AVERAGE/MODERATE recidivism risk?

Well... here are some medical research studies (screenshots and links in post below). These results are consistent over 6-8 papers (I forget, I read a lot of things).

Sexual predators re-offend at a rate of:

  • Sexual offenders:
    • 14%-25% within 15 years.
    • 7% (within 2-5 years) to ~35% (within 3-10 years)
    • 19% - 22% with 4 years
    • 17% - 19%
  • Child Molesters:
    • 23%-35%
    • 44.3%
  • Rapists and Violent Offenders: 
    • 23.3%
    • 19% - 22% (within 5 years.)

YET 98% receive 1st Offender Status

 

Did you know that sex offenders usually make a plea for 1st offender status?

  • Sex offenders who make a plea for first offender status immediately do not want to face the consequence of their actions which heightens the recidivism risk automatically.
     
  • Recidivism is high with Anti-Social personality disorder and the percentage of sex offenders with Anti-Social Personality Disorder in their file is ~65%!
     
  • ~3-10 victims per offender (that are identified)
     
  • **edit: found another study that states: 70% of offenders offended against 1-9 children, 23% had abused 10-40 children, 7% had abused 41-450 children
     
  • One study found that registered sex offenders offended against minor girls (60.4%), minor boys (40.9%), adult females (55%), adult males (6.4%).

Sex Offenders on the Internet

It is unconstitutional to prohibit internet access so the work-around is that the offender is "prohibit[ed in] the use of computer for the purpose of communicating with persons under the age of 16".

Why 16 years old?

Why not 18 years old?

Oh because consent is 16 years old... And 16 year old's are HOT!

This is an optional condition that is rarely applied for Registered Sex Offenders in Canada who are sentenced for internet child exploitation (child-porn or luring):

Turns out it is unconstitutional to require sex offenders to register themselves.

DARREL BROOKS NEVER REGISTERED AS A SEX OFFENDER AND THEN KIDNAPPED THE MINOR HE SEXUALLY ABUSED ACROSS STATE LINES.

IT IS DISGUSTING HOW THE COURT REFERRED TO HER AS HIS PARTNER AND NOT HIS LIFE-LONG CHILD-VICTIM. THE PARADE WAS NOT HIS FIRST OFFENCE.
